This three-volume White Paper sets out the Government’s plans for the next major phase of reform in making this country a world leader in skills.
Volume 1 contains is an overview, which puts the proposals in context, outlining the purpose, objectives and approach of the paper.
Volume 2 provides an explanation of the major components of the strategy. This includes meeting the needs of employers and a National Employer Training Programme, skills academies and sector skill agreements, skills for adult learners, reforms in the supply of training, an enhanced role for Regional Skills Partnerships, and an action plan for delivery.
Volume 3 is a technical annex, setting out the latest data and analysis of trends in skills and qualifications.
